The National Fenestration Rating Council (NFRC) has appointed Angela C. Collins as its new chief programs officer. In this senior leadership role, Collins will lead all aspects of NFRC’s residential and commercial certification and standards-setting programs.
Collins' experience
Collins brings nearly two decades of leadership experience in program development, learning systems, and workforce strategy. Most recently, she served as Chief Learning Officer at the Plumbing-Heating-Cooling (PHCC) Educational Foundation, where she transformed the organization’s flagship training program, PHCC Academy, from an enrollment of 147 to an platform serving more than 10,000 learners. Over her tenure at PHCC, she oversaw a $2 million program budget, built a national brand with registered trademark status, and grew sponsorship and fundraising partnerships across the organization.
Earlier in her career, Collins held the role of Director of Training at United Capital Advisers, where she established the firm’s inaugural training department and learning management infrastructure, and served as a research instructor at Texas Tech University, designing online learning systems for continuing education programs. Collins has also consulted on learning management systems, training paths, and curriculum design.
Collins' new responsibilities
As CPO, Collins will oversee the design, execution and continuous improvement of NFRC’s residential and commercial certification programs. Her responsibilities will encompass team and vendor leadership, technology platform oversight, operational performance management, and strategic partnership development.
