At its October 14 meeting, the National Fenestration Rating Council Board of Directors appointed five new directors to serve three-year terms, beginning January 1, 2026.
The following industry leaders will fill two fenestration industry seats, two at-large seats, and one general interest seat.
The new directors
Jillian Burgess is a Technical Director and Principal at RWDI. She is a building performance modeling specialist with more than a decade of experience in diverse countries and climates. As the Practice Area Leader for the Enclosure Group at RWDI, Burgess has contributed to the design and delivery of high-performance building enclosures for buildings around the world. Burgess is a Registered Architect (Pennsylvania, USA; Ontario, Canada). She is a LEED AP, Chair of the Philadelphia Building Enclosure Council, and currently serves on the NFRC Standards Committee. Burgess will fill a general interest seat on the NFRC Board.
Bradford Carpenter is a Senior Principal at Simpson Gumpertz & Heber, Inc.’s Building Technology group in Washington, DC. He has been with SGH since 2001 and currently serves on the firm’s Board of Directors. Carpenter is experienced in investigating, rehabilitating, and designing building enclosure systems on historic and contemporary structures. He specializes in the design and integration of complex building enclosure systems, including roofing and waterproofing, air and water barriers, thermal insulation, rain screen cladding, and fenestration systems, with a focus on design efficiency, constructability, and performance. He will fill an at-large seat on the NFRC Board.
Daniel Haaland is a Principal and Building Science Specialist at RDH, where he leads a team dedicated to advancing the understanding of building enclosure performance through simulation, research, and innovation. Haaland was the lead author of North America’s first standard on thermal simulation (CSA Z5010) and continues to shape industry practice through the development of guidelines, standards, and applied research. He is a Professional Engineer (BC) and NFRC Certified Simulator. Through his involvement with NFRC, Haaland looks forward to contributing to the continued advancement of innovation, performance, and consistency within the window and fenestration industry. He will fill an at-large seat on the NFRC Board.
Sneh Kumar is the Director of Global Sustainability at Kawneer Company, Inc., where he leads the development and execution of sustainability initiatives focused on driving product innovation, decarbonization efforts, supply chain transparency, regulatory compliance, and technology integration. With over two decades of experience in the manufacturing industry, Kumar has led the commercialization of more than 40 high-performance building facade products and received multiple patent grants. In 2024, he was named one of Glass Magazine's most influential leaders. He has been active with NFRC for over 15 years and previously served as a Board Director. Kumar will fill a fenestration industry seat on the NFRC Board.
Mike Rhoden has worked at Velux for over 31 years and brings a breadth of experience in various roles in manufacturing, regulatory compliance, lobbying, sales, product management, installation, service, logistics and customer service. Currently, Rhoden serves as Regulatory Compliance Manager, a role that focuses on securing necessary testing and certifications for products, maintaining performance criteria for various markets, as well as helping ensure factory audit compliance. Previously, he held the position of Commercial Inside Sales Manager, assisting sales team efforts for projects in North America. He has been highly active at NFRC, sitting on numerous task groups, and has served on the FGIA Southeast Board of Directors. Rhoden will fill a fenestration industry seat on the NFRC Board.
